Benefit Cost Analysis of the Proposed Cincinnati Connects Project

In 2010, the City of Cincinnati completed a Bicycle Transportation Plan. In 2014, the Green Umbrella Regional Trails Alliance completed an inventory and assessment of existing, planned, and trails in the Greater Cincinnati region. Although Cincinnati has made considerable progress in creating trails for bicycle and pedestrian use, the Green Umbrella study found that most of the Greater Cincinnati trails are geographically isolated from each other. As a result, the major benefits of these trails can’t be fully realized. The Cincinnati Connects Project has been proposed to address this issue. The Economics Center was asked to conduct an analysis to determine whether the benefits of this project would outweigh its costs.
