Every year, thousands of children in foster care in the United States emancipate from the system on their eighteenth birthday. The Higher Education Mentoring Initiative (HEMI) is an intervention meant to improve outcomes for these children and springboard them into adulthood more adequately prepared. Our team analyzed the total costs associated with social support services in Hamilton County and benefits that program participants receive.
